The 'spare' seat

I was visiting one of the government's housing projects at Meragang. Meragang is a new resettlement housing for those who do not know what it is at Meragang. But more importantly it is also one which is located in Muara and along the highway.When I was being briefed by the consultants, I saw this toilet seat.
